Tom Fonfara, President
Tom Fonfara came to Madison in January of 1985 where he worked in the Wisconsin Legislature before becoming one of the original staff members to Governor Tommy G. Thompson two years later. He spent nearly 7 years in the Governor’s office serving as Policy Director, Legislative Liaison, and Policy Advisor. Other positions he held in Government include serving as the Legislative Liaison to the Commissioner of Banking and the 3rd ranking official in the Wisconsin Department of Revenue, a position he held for 4 years before beginning his career as a lobbyist. Fonfara is now in his 17th year as a professional lobbyist and consultant.
Originally from Whitehall, Wisconsin, Fonfara graduated with a Bachelor’s Degree in Business Administration from the University of Wisconsin-Stout, where he received the Chancellor’s Award for Academic Excellence.
Previously, Fonfara served on the Board of Directors for the Pigeon Falls State Bank. He also served on the University of Wisconsin-Stout Alumni Board of Directors, serving as President for 3½ years. He served on the Board of the UW-Stout Foundation. He has also donated extensive time in support of youth hockey including serving as the President of the Sun Prairie Youth Hockey Association, Vice President of the Region 4 Hockey Council, and on the Board of the Dane County Hockey Officials Association. He also served as Assistant Scoutmaster of Boy Scout Troop 333 in Sun Prairie. Fonfara’s other interests include photography, golf, fishing, softball, skiing, and being a dance dad and a hockey dad.

Scott Meyer, Associate
Scott’s Capitol experience began 19 years ago as an unpaid grassroots activist with major outdoor groups, which taught him how to build relationships with key legislative leaders, develop lobbying techniques and learn the legislative, campaign and administrative rules processes. Legislation such as concealed carry, wolf hunting season and net pen legislation as well as many administrative rules with the DNR were lobbied successfully by Scott.
Scott graduated from New London High School and he has an Associate degree from CTU in marketing. Work in sales and marketing as regional sales manager for Sara Lee foods for 13 years and 17 years at Rhinelander Paper Company has given him real world experience. Scott’s passion is anything to do with Natural Resources. He is also an avid hunter and fisherman. He currently lives in Parrish Wisconsin with his wife Tanya and has 3 children and 2 grandchildren.
